U.S. Tariffs by Country (2026): the Global 301 Tiers

Since 2026-07-24 the U.S. stacks a global 301 by origin on top of MFN (FR 2026-15181): 60 economies across flat 10% / 12.5% tiers plus 5 combined-cap tiers; USMCA-qualifying goods (CA/MX) and Section 232 sectors are exempt. China carries the separate 301 lists and Canada the Section 338 50% sector duties. The table below lists every origin, updated with the ruleset snapshot.

The global Section 301 program (FR 2026-15181, 91 FR 47318) adds an ad valorem layer by origin economy on top of MFN; it is in litigation and CBP enforcement prevails. Rates below are generated live from ruleset v0.3.2 (as of 2026-09-24); Top-20 order follows 2025 U.S. import value (Census). Sources: FR 2026-15181 (91 FR 47318) · USTR fact sheet

USMCA-qualifying goods (CA/MX) are exempt from the global 301; Section 232 sector goods (steel/aluminum/copper/autos/lumber/furniture/pharmaceuticals/semiconductors) skip the global 301 layer — 232 is product-based and origin-agnostic. 「Effective」 dates the global 301 layer; Canada's Section 338 runs from 2026-08-22.

Frequently asked questions

Does the U.S. charge the same tariff on every country in 2026?

No. On top of the MFN base rate (by 8-digit code, identical for every origin), the global 301 program (FR 2026-15181, effective 2026-07-24) tiers by origin economy: flat 10% / 12.5% tiers plus 5 combined-cap tiers, listed per country above.

How do I check which tier and rate apply to my goods?

Find your origin's tier above (origin country, not ship-from country), then calculate the MFN base rate and list hits by 8-digit HTS code. The calculator on the home page prices the full stack by code + origin; per-code rates and legal sources live on the /hts code pages.

Do USMCA-qualifying Canadian/Mexican goods get exemptions?

From the global 301 layer, yes: USMCA-qualifying goods (9903.05.93/.94) are exempt from the Canada/Mexico tiers. But the Section 338 50% additional duties on Canadian motor vehicles, dairy and alcohol (effective 2026-08-22) contain no USMCA exemption.

How are Section 232 sector goods (steel/aluminum, autos, semiconductors) treated?

Section 232 is product-based, not country-based: covered goods from any origin are exempt from the global 301 (and 338) and carry the 232 rates instead (e.g., steel/aluminum/copper 50%, autos 25%). The calculator assigns layers automatically.

Do these rates change, and how do I find out first?

Yes. The global 301 remains in litigation at the Court of International Trade (schedule set); adjustments like the Section 338 scope revisions keep landing, while textile TRQs remain pending USTR establishment (the 10% flat tier applies until then) — the tiers above update with the ruleset snapshot.
