CBP notice announcing ACE Electronic Export Manifest (EEM) for Truck Cargo Test (procedural)
U.S. Customs and Border Protection (CBP) announced a voluntary ACE Electronic Export Manifest (EEM) for Truck Cargo Test (91 FR 60383): the test begins October 23, 2026 and runs approximately two years (subject to extension, modification, or early termination), with participation capped at nine parties that meet all test participant requirements. Participants agree to submit limited export manifest data electronically at least 24 hours before departure from the United States, complemented by the complete export manifest filing no later than two hours prior to arrival at the final port of export. CBP invites public comment on any aspect of the test at any time during the test period. This is a customs-process test; it does not change any duty rates or tariff classifications. (Procedural)
