USTR announces FY2027 tariff-rate quota allocations for raw cane sugar (supplementary allocation of 55,993 MTRV)
The Office of the United States Trade Representative (USTR) announced the Fiscal Year 2027 (October 1, 2026 through September 30, 2027) in-quota quantity allocations of the tariff-rate quota (TRQ) for imported raw cane sugar (91 FR 60487). The FY2027 in-quota quantity is 1,117,195 metric tons raw value (MTRV), the minimum amount committed under the WTO Agreement; 1,061,202 MTRV was allocated on July 24, 2026 (91 FR 46822), and this notice allocates the remaining 55,993 MTRV among 28 supplying countries (Dominican Republic 11,931; Philippines 9,151; Australia 5,626; Guatemala 3,254; Argentina 2,915; Peru 2,779; etc.). In-quota quantities may enter the United States as of October 1, 2026; imports from allocated countries must be accompanied by certificates of quota eligibility, and allocations to net sugar importers are conditioned on verifications of origin. The allocations are made pursuant to Additional U.S. Note 5 to Chapter 17 of the HTSUS; they adjust quota access quantities only and do not change in-quota or over-quota duty rates.
